Week Ahead: University Ave. apartments, school board grant discussion

Posted on Mon, Aug 5, 2013 at 9:45 AM

The Rochester Preservation Board meets on Wednesday to resume hearing Morgan Management’s application for a 102-unit apartment complex on University Avenue, in the East Avenue Preservation District.

The board won't vote that night on whether the project should be built. But it will come up with a position on a key issue: whether the project might have a significant adverse effect on adjacent properties, the character of the neighborhood, traffic, noise, and other concerns.

The hearing is a continuation of the May 8 hearing, which was adjourned to give board members more time to review verbal and written testimony on the proposal.

Morgan has revised its plan several times, and its latest proposal eliminates one serious objection. Originally, Morgan planned to demolish the 1920's house on the northeast corner of the property, and the city seldom grants permission to demolish a structure in a preservation district. Morgan now says it's willing to restore the house and provide space in it for the building's current owner, the Monroe Voiture veterans group.

The Preservation Board’s position statement will be sent to the City Planning Commission, which will likely hear the Morgan case on September 16. And it will help the city's director of planning and zoning decide whether an Environmental Impact Statement should be done on the project.

Wednesday’s meeting is at 6 p.m. in City Council chambers at City Hall, 30 Church Street. Christine Carrie Fien

The Rochester school board will hold a special public meeting on Wednesday, August 7, to discuss and possibly vote on a resolution that was tabled at the last board meeting.

The resolution concerns whether to accept a grant from the Bill and Melinda Gates Foundation for more than $1 million to help Superintendent Bolgen Vargas and his administration find organizational and management efficiencies that reduce costs.

Some board members oppose the grant and others similar to it because they say to do so would open the schools’ doors to the private sector.

The meeting will be held at 5:30 p.m. at the district’s central office, 131 West Broad Street.

The Rochester school district’s Parent University will present the “New Wave of Common Core: Our Children, their Future,” on Saturday, August 10.

The conference will offer parents and the community more information about the new curriculum referred to as Common Core, new elementary report cards, special education, and health issues.

The conference will be held at Joseph C. Wilson Foundation Academy, 200 Genesee Street, from 8 a.m. to 2:30 p.m. To register: www.rcsdk12.org or call 262-8621. Tim Louis Macaluso
