IMMIGRATION: Why harbor 'illegal society'?

In response to Mary Anna Towler's article, "Are We a Better Country than That?" (December 5): Don't we have a system of student visas, work visas, etc?
Our excellent local schools of higher learning - the University of Rochester, the Rochester Institute of Technology - have legal immigrants now on campus. But as they graduate, they go back to their home countries to improve their standard of living.
And if India had listened to Gandhi, India's tech graduates would have stayed in India, improving their indigenous population.
With Nicholas Negroponte and his idea of educating the children of poorer countries, why should we harbor and nurture an illegal society of farm workers? Don't we have machines to pick most crops?
