There's a crowded field: 14 people are running for five seats on Rochester City Council, seven for three seats on the School Board. Given the importance of those offices and the challenges the city faces, the stakes are high. But turnout for the September 15 primary election is likely to be abysmally low.
And because no Republicans are running for either office in the general election, the Democratic Primary is the election. A handful of voters could determine the outcome. Among this year's candidates are some of the best this newspaper has interviewed in many years - and some of the least qualified. Voters, then, must do their homework rather than relying on name recognition and ballot position.
