ENVIRONMENT: Lakes agreement clears House

The House of Representatives today passed legislation enacting the Great Lakes-St. Lawrence River Basin Water Resources Compact. The agreement bans new and increased diversions of water outside the Great Lakes Basin. The compact is between all the Great Lakes states, including New York, as well as the Canadian provinces of Ontario and Quebec. Congress had to ratify the compact because states can't enter into international agreements.

The Senate passed the same legislation earlier this year. President Bush has indicated that he will sign the legislation into law.
