MAYORAL CONTROL: CGR conducting poll of city residents

In this week's mail for some city residents: a survey asking their opinion on mayoral control of the Rochester school district.

The survey, which is being conducted by the Center for Governmental Research and local opinion-research firm Metrix Matrix, is being mailed to 2000 Rochesterians.

It's the second recent poll on the subject. Earlier this winter, a coalition of groups opposing mayoral control commissioned the research firm BRX to poll a sampling of city parents. The majority of parents responding to the poll, which was done by telephone, said they oppose mayoral control.

In addition to being conducted by mail, the CGR-Metrix Matrix poll differs from the BRX poll in that its sponsors are independent organizations, not opponents or proponents of mayoral control, and it is sampling the broad population.

People responding to the poll are to return their surveys by Wednesday, March 17. Results will be compiled by the end of the month.

Correction of comment I wrote yesterday. I began working with 33 school in May of 1994 not 1995. My work with the RCD ended in 1996.

A few questions:

1. What if the poll was called, "Removing Voting Rights: Mayor's Efforts to Diminish Democracy" since this is how many people view the issue.
2. Patty Malgieri was the President of CGR, prior to becoming Duffy's Deputy Mayor. She and Gardner worked together for many years. Have she and Kent Gardner discussed the poll? Has Gardner then also discussed the poll with opponents of this proposed change?
3. Is the City of Rochester a big customer of CGR? How much money does the City spend on research conducted by CGR?
4. How are the respondents being selected? Can we learn more about the process please?
5. If the poll results favor the Mayor, these issues may already tarnish the results.
6. It's too bad there wasn't a truly "independent" research firm to conduct the poll.

These sorts of questions should be answered so we know we can trust the results.
