MAYORAL CONTROL: Duffy issues third report; still no legislation

While Rochester waits for a long-delayed mayoral control bill to come out of Albany, Mayor Bob Duffy this afternoon issued his third report on the topic.

The report is titled "Serving Children and Parents First -- Part II -- Implementing Mayoral Accountability."

It calls for the establishment of a Parent University to teach parents how to work with teachers, to help children with homework, and how to take on a volunteer leadership role.

"Family navigators" would be present at ever school to assist parents and guardians with access to wraparound series from the district, city, county, state, nonprofits, and health systems. The city would also conduct annual surveys of parents and guarding on the needs of their children.

The report also calls for the creation of an Office of Post-Secondary Education in partnership with Rochester area colleges. There would be satellite offices in every high school. The purpose would be to "improve the provision of college information and expand student expectations about post-secondary options," says a press release from the city's communications office.

Combining City Hall and the school district, the report says, would result in consolidations in areas including law, finance, security, and maintenance.
