DEVELOPMENT: Armory to get COMIDA help

Whitney Baird Associates, LLC will receive financial help in the form of a tax-abatement program from COMIDA for the Culver Road Armory project. COMIDA approved the armory package at the request of City Hall. | Whitney Baird will pay $75,000 annually in a PILOT agreement to Monroe County, Rochester, and the city schools. There will be incremental increases in that payment until 2021, when the armory owner must begin paying taxes based on the full value of the property.| Whitney Baird is also getting a mortgage tax exemption and an exemption on the sales tax on construction materials for the armory.| Whitney Baird plans to pump $13 million into redeveloping the site. | The armory is located at 145 Culver Road on 7.62 acres. The complex consists of a 75,000 square foot main structure and two garages that total 20,000 square feet. | Renovation plans include adding a second floor to the bay area of the main building, which will provide about 100,000 square feet in rental space. About 80 percent of the building will be designated for premium office space, with 20 percent designated for commercial use. Parking for the main building will accommodate 500 cars.| The entire complex requires extensive repairs. There are plans to re-roof and insulate the main building, as well as to add new windows and masonry. | The state has owned the armory since 1917. A press release from Monroe County says that Whitney Baird will be acquiring and renovating the armory.
