ENERGY: Drill-bit Randy

If it's got oil, drill it. If it produces power, use it. And if it saves energy, or is supposed to, give it a tax credit. | That's, essentially, the Republican energy agenda. | Republicans have been clamoring for expanded domestic oil and natural gas drilling with House of Representatives leader John Boehner of Ohio leading the charge. Representative Randy Kuhl has been his right-hand man on the issue, at least regionally. The two brought their drill-and-tax-credit roadshow to Rochester on Monday. | Republicans say that putting more American oil on the market will drive down gas and energy prices. But Kuhl said Monday that he doesn't know that "there's any real number" for how much the drilling would reduce gas prices. | Experts say increased drilling would have no immediate benefit. It would take over a decade to significantly increase domestic output, they say. And since US oil would be a small part of the international market, they say it won't make much difference in gas prices. | But Democrats are caving to the Republican push anyway. House Speaker Nancy Pelosi says her conference's next energy legislation, due in two weeks, will include some expansion of off-shore drilling.
