UPDATE: Canadice and Hemlock deal a go

It turns out that the state will still pursue the purchase of the Hemlock Lake and Canadice Lakes watersheds this year.

Yesterday, I wondered in a blog post whether the governor's proposal for a moratorium on state land acquisition via the Environmental Protection Fund would further delay a deal between the city -which owns the lakes and their watersheds - and the state.

A DEC spokesman says that the deal would be one of three exceptions to the moratorium. The three projects will use EPF funding that was dedicated in this year's budget. "These projects have been in the works for years, and they will be finished as scheduled," he writes.

Preservation of the Hemlock and Canadice Lakes, the last two undeveloped Finger Lakes, was first listed as a priority in the state's original open space plan, drafted in 1992.

Purchases done before April 2010 are not subject to the moratorium because the moratorium is part of the 2010-11 Proposed Budget. Therefore this is not an exception to the moratorium as long as it is purchased before April 2010. Anything purchased during the state's fiscal year 2010-11 would be an exception as the moratorium would be apart of that year's budget.
