MAYORAL CONTROL: Read NYCLU white paper

The NYCLU issued a white paper in 2009 on mayoral control, as Mayor Michael Bloomberg and Chancellor Joel Klein pushed for a renewal of the legislation that first gave Bloomberg control of the New York City schools seven years earlier.

The NYCLU does not take a position for or against mayoral control. The paper looks at the relationship between mayoral control and major constituents, transparency in decision-making, and parental involvement.

Based on its examination of the prior seven years, the paper outlines a number of recommendations for improvement. It also recommended the re-inclusion of another sunset clause, which would allow the legislation to expire a second time.
