MAYORAL CONTROL: What about citizens' rights?

Something seems awry here. What do I have wrong?

Did the mayor announce that he is seeking mayoral control over the Monroe County government? Did he say that the county is in bad shape, with unemployment, foreclosures, and bankruptcies rising, with health care becoming unaffordable and school districts in budget crises?

Is he sending a special envoy to the United Nations to seek enabling legislation and bypass the voters and the elected county legislature? Can the UN take away the people's right to elect a government body and replace it with an advisory legislature, appointed by the mayor? Does the Declaration of Independence say that only the people can alter or abolish government institutions?

What do I have wrong?
