Ellie Phillips came to Rochester from England, but could not practice her profession (dentistry) because of different regulations for licensing. As an alternative she became a pastry chef and opened Crème de la Crème in a little storefront on South Avenue at East Henrietta Road. After moving to a larger location on Alexander Street, she sold the business to her employees and opened Phillips European. It is no coincidence that the desserts are phenomenal. Virtually the only advertising the restaurant does is word of mouth.

I have only ever eaten dessert at Phillip's, but it is never a disappointment! Their selection is phenomenal. I have yet to eat dinner there but am dying to - I've heard that food is just as good as the desserts.

I love the artichoke french over angel hair pasta at lunch time. Soooo good :)
