In 1952, turnout for the general was 61.6%. In 2016 it was 55.5%. It's slightly lower, but not considerably. With the exception of 2008, Presidential election turnout hasn't been higher than 56% since 1968, and it hasn't been higher than 63% since before the 19th Amendment was ratified.
You might have a point, Michael, if Whole Foods was a small local grocer, rather than a massive destination grocer that will draw shoppers (in their vehicles) from nearly the entire county.
