Director Chazelle, as you accurately point out, Adam, chose the musical genre (with an homage to Demy and to Hollywood musicals of yesteryear) to tell his story. I don't buy into the White Savior of jazz or the remiss of racial redemption. Peripheral characters and random comments add to the setting and add to help provide insight to our lead characters.
