Dr. George Washington Goler, Chief Medical Officer of Rochester, NY, was a champion of many public health causes, perhaps most notably the crusade against infant mortality. Due to extensive cooperation and coordination between Goler, local women’s associations, and public health experts at the turn of the twentieth century, Rochester became a national leader in drastically reducing death tolls for babies under one year.
