Re library vs anti-poverty, I work during the day so I prefer after-hours access, including on the weekends. But I mean poverty is a big issue and trying to address it may have better consequences for everyone. Reading the letter made me want to look up the task force and I found https://www.governor.ny.gov/news/governor-cuomo-announces-rochester-anti-poverty-task-force-holds-first-meeting#, which says they want to "enable families to move out of poverty through five key drivers: jobs, education/skills training, housing, safe neighborhoods and health and nutrition." Maybe it's a boondoggle, but we citizens can and should keep them accountable, so it isn't exactly a black hole. And it'd be great if they can achieve all that - and maybe that would create more resources so that the region can do even more for our residents - including extending library hours.
